The 30th EMS coincides with the dramatic turn of events across the Mediterranean since the start of 2011. The Malta Seminars is an ideal vehicle where protagonists of the “winds of change” - civil society, can share their experiences and voice concerns about the challenges facing them as they proceed through complex political, economic and social reforms. A free and frank debate between diplomats from the Euro-Mediterranean region and civil society activists is now more necessary than ever. |

| In the course of the implementation of the Euro-Mediterranean partnership process, the necessity for shaping a culture of dialogue and cooperation among the European member states and its Mediterranean Partners has continually been emphasised. As one of the results,
the EC has entrusted the Mediter- ranean Academy of Diplomatic Studies to run a semi-annual Information and Training Seminar for Euro-Mediterranean desk officers of the 39 partner countries. |
