LEVEL MEETING ON TV AND AUDIOVISUAL CO-OPERATION,

General
framework
Culture,
broadly defined, is a factor for strengthening across the board
human relations in the Euro-Mediterranean Area. A better understanding
and a correct perception are instrumental for the success of any
endeavour aimed at bringing together Countries and People of the
Region.
Commonplaces,
stereotypes, inadequate and inaccurate information risk, if unchecked,
to turn cultural diversity into a divide thus undermining official
efforts towards the establishment of closer and fruitful ties. Indeed
the political dimension of culture is becoming more and more discernible.
This fact calls for a novel approach in furthering the Euro-Mediterranean
Partnership by placing a greater focus on understanding building
instruments and policies.
Mass-Media
- radio, written press and television - appear to be particularly
fitting to fulfill this task. They are powerful vehicles to fight
- through the enhancement of shared aspirations and common values
- any form of racism and discrimination, particularly prejudice
and fear.
Specific
purposes of the initiative
- to
enhance pluralism and shared values in the Euro-Mediterranean
area through an orderly and pluralist development of Media Market.
- to
gradually set up a Euro-Mediterranean Vision by expanding current
programmes focused on the Region and an Euro-Mediterranean News.
Object of the initiative
Exchange
of programmes, joint productions and coverage of issues, production
of specialised TV programmes dedicated to Mediterranean issues and
perspectives. By promoting technological transfer, professional
and management training as well as the delocalisation of production
centres, the initiative is geared to remove existing constraints
hindering investments and long-lasting forms of co-operation.
Scope
of the initiative
The
meeting could be multi-disciplinary and interprofessional order
to provide an advantageous opening for all the audio-visual actors
and operators belonging to the Southern area of the Mediterranean.
Organisational
aspects
Italy
while acting as initiator would welcome other participants in the
Barcelona Confererce to join the event as co-sponsors.
An
effective involvement of UNESCO and the Council of Europe will be
sought in order for the initiative to benefit from all possible
synergies with programmes performed by those Organisations or under
consideration by them.
