"At the beginning of the 21st century, the cradle of civilization, the Mediterranean, is faced with numerous challenges that can only be addressed through concerted regional cooperation between Northern and Southern littoral countries. The European Union‘s consistent policies towards the Mediterranean, in particular the Euro- Med Partnership (EMP), and now the Union for the Mediterranean have been promoting peace, stability and prosperity across the Mediterranean. Since 1996, the 25 Euro-Med Information and Training Seminars for Diplomats, the long standing official EMP confidence building exercise, has brought together more than 1,000 diplomats, scholars and experts from thirty-nine partner countries. The Malta Seminars have become a unique people to people network that facilitates informal interaction and open dialogue between practitioners directly involved in the implementation of Euro-Mediterranean Partnership. This book is a memento of these Seminars in Malta, the island-state in the middle of the Mediterranean."
